Wayne H. Carter, III, CPCU, ARM
President and Chief Executive Officer

Wayne Carter joined Target Insurance Services® as President and Chief Executive Officer in January 2000, bringing with him over 25 years of property and casualty industry experience in underwriting, risk management and sales. Under his leadership, Target Insurance Services continues to develop and underwrite a broad scope of specialty insurance programs, fostering relationships with the company's current producer network while expanding distribution to new producers.

Prior to joining Target Insurance Services, Wayne served as President of the Professional Programs Division with Brown & Brown, Inc. in Tampa, Florida. As such, he was responsible for all of Brown & Brown's professional liability programs, as well as a related retail operation, generating more than $200 million in written premiums. Wayne spearheaded the introduction of the company's first new professional liability programs in ten years.

Wayne held other positions within Brown & Brown before assuming the role of President. From 1992 to 1995, he was the Program Manager for the Dental Professional Liability program ,which generated approximately $100 million in premiums, and from 1995 to 1996, he led the Lawyers Professional Liability program, which generated approximately $95 million in premiums.

Prior to joining Brown & Brown, Wayne established Corporate Risk Consultants, Inc., a consulting firm specializing in the development and sales of alternate funding programs for doctors, hospitals and large law firms.

Before founding Corporate Risk Consultants, Wayne was with the Seaboard Financial Group in Norfolk, Virginia, where he held management positions in Marketing and Sales. While there, he created their Marketing department and large-account sales strategy.

A graduate of Virginia Polytechnic Institute and State University with a B.S. in Mathematics and a B.A. in Economics, Wayne began his insurance career in 1976 with the Travelers Insurance Companies in Richmond, Virginia. While there, he trained as a property and casualty underwriter, progressing through the organization to manage underwriting operations in Virginia and Alabama. He holds both Chartered Property Casualty Underwriter (CPCU) and Associate of Risk Management (ARM) designations.
